You can qualify to apply for PSLF depending on whether you’ve got an eligible loan and you make 120 qualifying installments on that loan. You may be eligible to file for PSLF after making only 10 qualifying payment, but you must apply prior to the 10 years that begin the repayment period.
You do not need to fill out a form for PSLF when you begin your repayment period. You will have to wait until the completion of 120 installments before filing for it.
