You are eligible to file for PSLF for those who have a qualifying loan and are able to make 120 qualifying payments to that loan. You might be able to apply for PSLF after only making 10 qualifying payments, however you must file for it for it within 10 years from the commencement of your repayment period.
There is no requirement to file for PSLF at the beginning of your repayment period. You can wait until you’ve made 120 payments prior to filing for it.
