You can qualify to file for PSLF only if you hold a qualifying loan and are able to make 120 qualifying monthly payments on that loan. You could be eligible to file for PSLF after making only 10 qualifying payments, however you must apply at the beginning of the 10th year of your repayment period.
There’s no need to submit a claim for PSLF prior to the start of your payment period. You will have to wait until the completion of 120 installments before filing for it.
