You are eligible to file for PSLF only if you hold an eligible loan and you make 120 qualifying installments on that loan. You may be able apply for PSLF after you have made only 10 qualifying payment, but you have to file for it during the first 10 years after the start of the repayment period.
It’s not necessary to declare PSLF when you begin your repayment period. You can wait until after you’ve completed 120 payment before you file for it.
