You’re eligible to apply to apply for PSLF depending on whether you’ve got an eligible loan and you make the required 120 payments on that loan. It’s possible to file for PSLF after making only 10 qualifying payment, but the application must be filed for it within 10 years from the commencement of the repayment period.
There is no requirement to submit a claim for PSLF before the commencement of your loan period. You can wait until you’ve made 120 payments before submitting for it.
