You’re eligible to apply for PSLF only if you hold a loan that is eligible and you have made 120 qualifying installments on that loan. You might be able to file for PSLF after only making 10 qualifying payments, but you must file before the end of the repayment period.
There’s no need to declare PSLF immediately at the time of beginning your repayment period. You can wait until having made 120 payment before you file for it.
