You’re eligible to apply for PSLF only if you hold an eligible loan and you make 120 qualifying payments on that loan. It’s possible to file for PSLF when you’ve made 10 qualifying repayments, but you must file for it for it within 10 years from the commencement of your repayment period.
It is not necessary to submit a claim for PSLF from the very beginning of your repayment period. You have the option of waiting until you’ve paid 120 payments before filing for it.
