You are eligible for PSLF only if you hold an eligible loan and have made 120 qualifying payments to that loan. You might be able to apply for PSLF after only making 10 qualifying repayments, but the application must be filed before the end of the repayment period.
There’s no need to be a candidate for PSLF immediately at the time of beginning your repayment period. You can wait until having made 120 transactions before submitting your application.
