You’re eligible to apply for PSLF only if you hold one of the loans that qualifies and you’ve made 120 qualifying payments on that loan. You could be eligible to apply for PSLF after having made just 10 qualifying payment, but the application must be filed at the beginning of the 10th year of your repayment period.
You do not have to make an application for PSLF at the beginning of your repayment period. You have the option of waiting until you’ve paid 120 payments before submitting for it.
