You can qualify to apply for PSLF if you have an eligible loan and you make the required 120 payments on that loan. You may be eligible to apply for PSLF after making only 10 qualifying payments, but you must file within the first 10 years of your repayment period.
You do not need to make an application for PSLF in the first month of the repayment period. You will have to wait until the completion of 120 payment before you file for it.
